Canned Laughter
Canned laughter is an SFX effect added to crappy sitcoms, which need canned laughter to tell you when you're supposed to be laughing. It is used on Towers Times to express that the above poster has made a joke which isn't funny. Such jokes are generally made by noobs or trolls.
