That's a legal and ethical minefield mate!
As long as Fox and Lloyd were on board with it (which I’m sure Universal would make sure they were), I’m not sure what the issue would be. As said, they’ve done it in films before, if I’m not mistaken.
 
I can’t think of what the technique is called, but I remember they did it with Carrie Fisher in the Star Wars film Rogue One, using old footage to animate 1970s Princess Leia saying new things
They did it with Peter Cushing in Rogue One.

Carrie Fisher's appearance in The Rise of Skywalker used unused footage, filmed prior to her death, from the previous two films.
I’m not sure what the issue would be.
I'm sure Peter Cushing's image rights holders could tell you...
 
I doubt it, he found out about the park plans when it was announced to us as the media embargo dropped. It seems that his discussions have only happened with Universal/Comcast since, so unlikely.

I love how he relates the government’s agenda to the NIMBYism around Alton Towers, but that’s a discussion for another thread!
Whilst that’s true you can’t compare a former brickworks on flat land in a non interesting area to Towers which is in the heart of the moorlands, at the base of the Peak District, surrounded by forests and forestry commission land, Dimmingsdales and quaint villages.

One area should arguably be more protected than the other.

Ironically the Back to the Future sequels created a legal minefield by them re using clips of Crispin Glover, who refused to return for the sequels, in part 2.
 
Couldn’t they do what they’ve done with deceased actors in some films, where they animate their voice and figure based on past clips?

If they have the permission of the actors they could definitely do that. In Tom Hanks new movie they’ve just de aged (and aged) him along with the rest of the cast, it’s amazing how much tech has moved forward.

There’s a really short interesting YouTube video below showing how they did it, it’s nothing short of amazing. Definitely a company Universal could work with even if it wasn’t for a ride and just for any future movies.

Obviously someone else entirely would have to play Michael J Fox’s character but it’s possible with his permission.

Looking at the 2 Coasters Universal is building I say there not too far a part in quality judging by their layouts I personally think the Green One looks more Airtime based then the Back to the Future one which looks more about the forces.

Am hoping both are done by Intamin, Intamin Mega Coaster and Intamin Multi Launch Coaster both great for the UK

i want to know what’s in the building at the bottom left of the concept drawing hidden by the universal logo

Could just be a maintenance shed but there’s a handy path running towards it
 
I have very high hopes for the BTTF coaster. I genuinely think we could be looking a top 10 coaster here if they get all the minor details right.

As for the 'Green' coaster......I'm just praying it's not a B&M flyer. Whilst it would look incredible off ride I'm sure themed around a Jungle......they are pretty boring coaster experiences

wow, that is not that true, AIR is quite a bit less thrilling, but trust me there are forceful and exciding flying coasters out there, manta at sea world is one of them, they have a pretzel loop (one of my favourite elements) and the forces you get on that are insane, it is like being on the launch part of stealth for like 10 secs, when these rides are done right they can be really good and thrilling.

Universal's only B&M flyer is infamously one of the most intense roller coasters out there.... and my personal favourite ride in the world!
