What mrbrightside said, none of the other bullet points have a semicolon before the 'and'. Equally, what would be the point in them putting the 'and' if they were going to add it in later? They'd just add everything later, including the 'and'.

I don't think Towers will ever get permission to build down the valley unfortunately. It would be a fantastic location for a coaster but I don't think it will ever happen. There are too many planning hurdles to clear.
