I think the real issue IMO is the lack of a clear plan as what we had in the 90s for what is the plan for the park right now.
If you were to get a bunch of us together and ask us what is Merlin's plan for Towers, you'd likely get different answers or no idea at all as honestly I don't think even Merlin know what they want with the park unless you count the constant firefighting they've been doing from getting Hex and Skyride back into use which all would have cost a pretty penny.
So yes, had both those attractions had the investment put into them much sooner to thr point when long term they never would have gotten into the state they were in then who knows what those millions spent on them could have gone to? Maybe shovels would have been digging into the ground for Project Horizon?
Say what you say about the attractions Merlin have added over the years at the park but at least they were doing all they could to improve it yet it seems that they have lost their way and need a new long term plan if they are serious about the park and the fact we've seen a revolving door of managers coming and going haven't help create a stable situation which has led many to wonder if the park is doomed.
