There are three issues with your post

1. Its in the middle of a pandemic they are supposed to be reducing capacity.
2. The post above mentioned a greater number of queue jumpers than normal. You sound like you approve of queue jumpers.
3. Indeed much more could be done like actually taking action against people that refuse to listen.

AT don't really care about much except optics and making money. I'd rather give it a mess.

Reduced capacity doesn't mean it will be low crowds.
If (for example, the numbers are made up) capacity for the park is 10,000, so they reduce by 50% to 5,000 but a normal day only gets 4,000 anyway, the reduction doesn't make any difference, the park will still be busy, as in addition to the pandemic, there is also a heatwave this week.

I don't like queue jumpers, I have reported some instances to staff, but it isn't always possible. Some people will always be selfish and get away with it.
Same thing they can try to take action, but some guests will always be selfish, or only do things when out if sight. It would be great if everyone behaved well all the time and could be punished when needed, but the world isn't perfect unfortunately.

My local park was full of litter as selfish people didn't want to take it home, I saw park rangers telling some people off, but others of course don't get spotted and the cost of having enough park rangers to cover the whole place would be huge.
Its similar at AT, they can't monitor everyone's behaviour all the time, people will be selfish, and although best efforts can be made, it won't always be perfect.
I think a lot of British people don't think of others enough, whereas some European countries do seem to consider others better.

Alton’s maximum capacity was listed as 28,000 in 2014, so I can only assume that it’s a similar number, perhaps slightly less, now. The amount the park is letting in will presumably be a percentage of this number as opposed to the numbers on a “regular” summer’s day.

I’m going to assume not based on the fact that they’re only doing one group per row, but I don’t know for sure.
One group per row isn't entirely true. I was put on the front row a couple weeks back when there was already a group of 2 on there and was told to leave the seat empty inbetween.

In terms of max numbers I have seen 12,000 quoted in various places recently. Of course there is no way I can personally know or confirm that. But based on a max capacity of 28,000 that would make sense at just under 50%.

Reduced capacities on rides and people being far more spaced out in queues would then account for why it appears busier.

and if you just take the esitmated annual attendance (2.1m) and divide by the number of days (very approx 210), average attendance at AT is 10,000 a day. There will be busier days and quieter days. But a cap of 12k a day is still going to be a busy day, even if it is significantly lower than a very busy day.

I've just been told by my friend who left at 5:30 due to living 3 hours away that it wasn't actually that bad and he only didn't get on Wicker Man. Has it really been that bad?

Oh really is that it? It felt like a lot more than that. It seemed no less busy than scarefest

That's what I was told yesterday. when you look at it though, how many days actually reach near 25,000, I'd imagine only a few across the summer and the Saturday for fireworks, The queues do look large but I've found they mostly tend to move quite well, apart from when cleaning takes place, but that has now been put back to every 45mins/every hour (depending on attraction) , instead of 30mins across the board. until the kids go back to school, I can't see it changing one bit.

I guess it all depends on how people approach the day. Rock up to the car park at 10.30 and you will be queuing a long time to get in, and the rides will have long queues by the time you get through the gates.

Or arrive early so you are in the park for gates opening around half 9, then get on your first ride straight away etc. Stay until the end for last rides, FV is usually quiet at the end of the day, then you can leave via the Galactica gates and be right near the car park. Don’t eat lunch between 12-2, and use the queue times only as a guide (generally they are being overstated due to the technology used not being able to cope with social distancing). Do a couple of rides that always have low or no queues like Duel and Marauders to break up the day so you don’t feel like you have just stood in long queues and you can still have an enjoyable time :).

Edit: and if it’s forecast to be warm take some bottles of water with you, will save loads of time as queues can be long for drinks, last Friday reports of 30mins at some locations just for water.

Couldn't say it better myself

I greyed out on Nemesis for the first time today after the helix. Is that a bad thing? I've never really experienced it before on a coaster it was weird

It’s not uncommon to grey out on forceful coasters by any means.

I greyed out on the Big One once...
