Forum Announcement – Online Safety Act Changes​


As you’re likely aware, the Online Safety Act (OSA) has now come into force. Because TowersStreet is publicly accessible, we’ve had to make some changes to stay compliant.

This is a long post, so here’s the quick TL;DR. All changes are effective immediately:

  • The entire forum is now PG. No swearing or adult content anywhere.
  • The Tavern has been removed from view.
  • Some sub-forums have new names.
  • Discord is now 18+ only.
  • Private messaging is restricted for new members – it unlocks after 30 days and 10 public posts.
  • New members will have their first 5 posts approved before they appear.
  • Image uploads are no longer available.
  • Avatars and signatures have updated rules and are reviewed by the team.
  • Member Expectations are now Member Guidelines and have been rewritten.

Why change without consultation?​

We’d have loved to talk this through with you all, but the OSA’s requirements are very specific, the timescales short, and in some cases the changes are non-negotiable. This is a legal requirement with potentially serious consequences if we don’t comply.

We’ve tried to keep the forum running as close to normal as possible, but we also have to be realistic. TowersStreet is run entirely by volunteers and there’s only so much extra work we can take on.

The forum is now PG, and The Tavern has been removed​

Swearing is now banned everywhere, including “veiled” swearing (like $%!#). The word filter has been updated to help catch this.

The OSA means we can’t just say a section is for adults without adding a full age verification system. That would mean extra costs, admin work and risk classification. Because of that, The Tavern is now hidden. Over the next week, the team will review and edit topics where possible, then move them into new or renamed forums. Please be patient while we run through this process as quickly as possible.

If you're expecting a particular topic to come across and you can't see it, please let us know.

Sub-forum name changes​

We’re renaming and reshaping some sections to make their purpose clearer:

  • News, Life & Sport – News, Personal Topics & Current Affairs (formerly Corner Coffee)
  • Entertainment Hub – Movies, TV, Music & Games (formerly Box Office)
  • The Giggler – Jokes, Humour & Off-Topic Fun (replaces The Tavern)

Some topics will be moved and, in certain cases, we’ll add a content warning/note and links to support groups added (like in the “I Feel Down” thread).

Discord is now 18+​

If Discord stayed open to all, it would be classed as “likely accessed by children” under the OSA. That would mean more assessments and monitoring tools. To avoid that, Discord is now 18+ and marked NSFW.

You’ll need to pass Discord’s own age verification to join. If you’re under 18 or unverified, you’ll have been removed automatically.

We know this affects meet channels, although we now strongly recommend under-18s attend meets with a responsible adult. Due to this, team members will endeavour to check the meet threads on the forum more often to answer questions.

New member post moderation​

New members will have their first 5 posts manually approved before they appear. This is part of our work to reduce the risk of harmful content.

Please be patient, our team will approve posts as soon as possible.

Image uploads disabled​

Hosting images ourselves would require costly tools to scan every upload for harmful content. That’s not realistic for us, so uploading images directly to TowersStreet is now disabled.

You can still embed images hosted elsewhere, and in special cases (big trip reports, signatures) we can host them for you if you contact a team member. Avatars can still be uploaded, but will be reviewed by the team before being displayed.

Private messaging restricted​

  • Private messages (PMs) are considered “user-to-user content” under the OSA, meaning we are responsible for moderating them.
  • To mitigate potential issues, PMs are disabled for new members. They will automatically be available after a user has been registered for 30 days and has made 10 public posts.
  • Before that, if members need to contact the team, a banner linking to a contact form is visible for them at the top of each forum page. Alternatively, you can email [email protected], or reply to the welcome PM that will now be automatically sent.
  • If you’re a new member over 18 and want to chat privately with other members prior to PMs being unlocked, you are welcome to use Discord after passing their verification.

Avatars & Signatures​

  • Avatars must follow PG standards – no adult, violent, or offensive imagery.
  • They should be 400×400px for best display, with animation allowed if subtle and not overly distracting.
  • Avatars are reviewed by the team when uploaded and may be removed if unsuitable.
  • Signatures must remain sensible in size (around 400px high, max 5 images and 6 lines of text).
  • Animation is allowed if not too distracting.
  • External hosting recommended, but an administrator can help host them if needed.

Member Guidelines​

We’ve rewritten our Member Guidelines (formerly Member Expectations) to make sure they’re compliant. The spirit of them is the same, but the wording and format are updated. You can read them here, they’re also linked at the bottom of the page.

What about everyone offering to donate to fund the tools and extra work required?​

We really appreciate offers of financial help, but donations can inadvertently create a tiered membership system. Many of the tools we’d need require ongoing costs and substantial additional administration work. We’ve kept TowersStreet running by keeping expenses sensible, and we want to keep it that way.

Conclusion​

The OSA is the law and ignoring it isn’t an option. We’ve made the minimum changes needed to comply, while aiming to keep the day-to-day forum experience as normal as possible.

  • Rules around avatars, signatures, PMs and image use
  • Our approach to official meets and staying safe online

It’s designed to keep TowersStreet welcoming, respectful, and safe for all members.

I’m sure I speak for everybody when I say that the work done by you, @Sazzle and the rest of the site team to keep TowersStreet the friendly and fun place it has been for the last 13 years is greatly appreciated, and in particular, your commitment to keeping the site going amidst the challenges presented by the OSA is greatly appreciated.

I do have a couple of queries, though.

My first revolves around image uploads. I was wondering; if we upload externally hosted images from sites like imgBB, will they still embed into posts like they did before, or are only links to external image sites now permitted? I checked a trip report of mine from last month, and the externally hosted images still appeared to be embedded as originally intended, but I was unsure whether this was just a carry over from before the changes were made.

My second revolves around The Tavern and the topics within, many of which are now hidden. Now I do think hiding some of the deeper recesses of The Tavern from public view was a sensible move, and I can definitely see the rationale behind it if the aim is to keep the site PG (it definitely mellowed over the years, but from having had a browse in the past, some of the older Tavern topics were, suffice to say, definitely not PG!). But it would currently appear as though I can only view a small, hand picked selection of Tavern topics from October 2024 onwards, so I was just wondering; will any older Tavern topics reappear eventually, or is the selection of topics currently in The Giggler the extent of the former Tavern topics that will remain viewable? I only ask this because while I agree there was stuff that definitely needs hiding, there was a lot of good stuff in the Tavern, and much of it was arguably PG-friendly (if the new, more stringent swear filter was applied, anyway). The original Pet Hates thread, for instance, was absolutely epic and for the most part reasonably PG-friendly, and I’m sure there are plenty of others I can think of if I put my mind to it.

Thanks once again for your continued commitment to keeping the site the wonderful place it is, though. I appreciate the current climate does not make it easy!

Embedding will still work as it did before. The only thing that has been disabled is people's ability to upload to TowersStreet's servers. If you have previous images which you have uploaded, they will also remain.

The issue with continuing to allow new uploads to TowersStreet's servers is that it seriously increases the work we have to put in for moderation. As explained above, we'd have to proactively scan images as they're uploaded. There's a huge cost to that - both in the tools required, and the time needed to be taken on the admin side of things to handle that. It's simply not feasible on what is a relatively small forum in the grand scheme of things.

We've only been able to work through topics tonight. With all the other changes we've had to make in a short time, it's not been possible to review every single post. As mentioned in the original post, we're going to need time to go through properly over the next week or so. If there's anything specific you'd like to see moved, please drop us a PM and let us know and we'll look to move it if we're not looking already.

First they start refusing my cash.
Then they change the name to something silly.
Then barred.

If anything goes to show how short sighted the implementation of the Act has been. Too focused on certain aspects of the Internet without considering how such implementation would affect forums. Another one I'm on has essentially had to lock it down for a bit just to get heads round it all.

Tis a shame that so many who have to balance forum hosting with their actual life have had to jump through so many hopes in the slight possibility a teenager might encounter some naughty words online. Because I certainly didn’t learn my vernacular from say, football matches.

Other than manually adding in everyone known to be 18 by either being on a meet or having an account long enough to obviously be 18 (assuming no 4 year olds were making accounts in 2012) I don't see a way to do it that's fair or non invasive or totally secure

We have to put in our DOBs into this, wouldn't it be that we restrict the Tavern over to anyone who inputted their DOB in as an adult. I'm guessing ages may still need to be verified for compliance?

Might not be practical though.
 
I disagree with the legalisation and how it’s impacting sites such as this. But well done, Craig, Sazzle, and the team, for minimising the impact on the forums. I think all the changes in place are enough to make the forums still enjoyable to engage in.

RIP The Tavern. Probably the biggest loss, but it has slowly mellowed over the years.

It is mentioned in Craig’s post that it would involve costs and lots of admin work. Given that this site is voluntarily run I can understand why it wouldn't be worth the hassle.
 
I'm not based in the UK so I admit I hadn't been following the details of this new legislation but the amount of work you've had to do to comply seems ridiculous. Having spent a couple of years here I can't help but laugh at the idea that this forum--out of all the possible places on the internet--is where a child might be exposed to illegal, immoral, or otherwise unsavoury material. Thanks to the admin team for the transparency as always, it's a shame you've had to do all this work so quickly but all of the changes are completely understandable given the circumstances.

So just basing access of a date of birth isn’t a robust age verification system. It must be something that can actually verify your age, so a selfie where AI then estimates your age and says whether or not the AI is confident you’re over 18. Or, you provide ID which is then verified along with a selfie. Both of those systems come with a financial cost, which isn’t realistic in comparison to the level in which The Tavern, or even the wider forum is used.

We could manually add people to a Tavern forum once we have verified that they are over 18 after meeting them in person. But, we would then have to demonstrate how that process is robust. Which team member proved that person was over 18? How did we prove they were over 18? Then there’s the issue of creating a two tier forum - those who’ve been on meets and those who haven’t, which isn’t something we really wanted to do.

Any of these issues also come with substantial admin work though. Whichever verification system we used, whether AI or manual has to be fully documented. We’d have to explain how we verify, why it’s a robust process and have a suitable audit trail. “I met them once at Alton Towers” wouldn’t really fly if Ofcom came knocking. Then there’s the GDPR issues on top of that as well!

As others have pointed out, the vast majority of Tavern content is relatively PG anyway. It’s generally just the swearing that we need to prevent/edit out on past posts. We still have a ”Tavern” themed forum, just we have to be a little stricter on what’s permitted in there.
Will Discord still have a Tavern or will the Tavern be amalgamated into the main chat?
Ultimately the Discord being marked as NSFW is purely a measure to abide by the OSA. Because of the real time nature of Discord and the fact that we basically just let it exist with little moderation, we’ve always recommended it for 18+ anyway. The only difference now is that it’s a requirement - the channels in the background are still exactly the same as they were before.

I know some people did mention that they want the Discord expanded to have separate channels discussing different topics, so just want to touch on that too. The main community element of TowersStreet has and always will be discussion forum, so we want people to utilise it as much as possible. If and when the Discord is utilised by more people, we may consider expanding it a little - but we don’t want that to take away from the forum, where it’s much easier to construct long form posts and participate in proper discussion and debate.

Not one cabinet member has worked in a business so it will be interesting to see how much further the country falls.

This was one place I feel is an escape from the vacuum of common sense that is our government and civil servants.

It will be interesting what comes out now the government has annoyed the hackers in USA. I have a feeling alot of Ukrainian Male Models will be in the news about 2 tier kier very soon. (If not censored by BBC)

Just FYI the legislation was created and passed by the previous government. The current gov has to implement it unless they send it to parliament for amendment (which to be fair they haven’t).

The last cabinet that proposed and legislated it had members who gave worked in a business (plus cabinet members in this gov have also), so your comments are a little spurious.

Anyway long way of saying although I may agree the legislation is stupid your conclusion on its cause and implementation are flawed (and no Reform won’t revoke it, they will likely change it to monitor anybody who isn’t white, straight and male though…)

Though of course if it had gone back for additional reviews then Labour would've been seen as weak in allowing it to be watered down.

Can't win sometimes politically. Easy to shout things down when not the ones dealing with it. They have responded with some daft comments though.
