A street fair/carnival theme could work. Possibly even a vintage theme to fit with the Towers and surroundings. A couple of flats with a modern twist on classic fairground rides or even get some retro stuff in there.

Whatever the theme, it needs a major attraction adding that would pull visitors towards it. If not, the area will continue to struggle because there is literally no reason to wander in to it.
