I think this is a really valid point that I do agree with. Staff need to be visible and not every visitor to Towers is going to be fully sighted. Towers is already very difficult and tiring for visually impaired people to navigate (dark stations, odd lighting, uneven paths the list goes on)...

They have either been told it's for sure going to get granted or they are just going to do it and hope they get retrospective permission. I did think they submitted it quite late, and doing things without permission is not necessarily a good way for the new owners to keep locals on side.
