That ramp and queue definitely isn’t for Sub-Terra, as it’s not linked to the queue at all, and just forms a circle, so it’s got to be something for Nemesis, it’s even got a roof over the end near Nemesis, so I’m thinking some kind of viewing views or marketing there for the ride.

It’s all very odd!
 
Strange because we can clearly see the full re vamped queue line for Sub Terra and how the ramp is separate. The building looks back in a dirty state again even though it’s clear it’s been repainted/cleaned partially.
 
It'd be hilarious if all this speculation has just been for a viewing platform - which at this point wouldn't surprise me.

The cleanliensss of the building etc is just whether the sun is shining on it or not - you can clearly see the Phalanx logo has been repainted etc.
 
Rather than a physical viewing platform, could it be a VR or AR experience? Tied in with the Phalanx marketing, maybe you go there and can view what Nemesis will look like when complete, or perhaps tell the story a little more of what's been going on since that Sunday night in November.

Looking at Google Earth, although not a perfect view, you certainly would be able to see something - enough for a VR/AR experience maybe? (the red line being roughly where that platform is):

But I’m the Google Earth picture is that old original Nemesis queueline that was hardly used?
Basically, all the Nemesis queue you can see in that screenshot is in regular use. The loop in the top right corner is the current regular queue extension when the park is busy.

The only bit that hasn't been used in decades is the bit that connects the Nemesis queue to what is now the Sub-Terra queue. The Sub-Terra queue uses one of Nemesis' old extensions. But even this bit was in regular use during the 90s but was eventually repurposed for Dynamo in 2002.
