There's basically three themes we can confirm that were considered for air:
We have seen mood boards linking the Epic Dystopian Landscape theme to SW5, but nothing more, so this seems like it never progressed beyond an idea. We have quite a lot of concept art for the steampunk/Flight Craft concept, as well as plans that seem to show the coaster with a station building in that style. There are plans as late as February 2001 using what looks like the Flight Craft concept, which would suggest that this was the prevailing theme at that time.
However, by March 2001 they were producing pretty accurate 3D renderings of the existing station building, so it looks like it was around this time that the theme that Air opened with was selected. And by summer they were busy refining the layout of the shop within the curved building we got.
I'd suggest that nothing about the swooping glass structure of Air's station building says 'military', so I'm not really sure if there is room within Air's development timeline when a military theme can have been seriously considered - certainly not by September 2001.
