Yes. I think Voltron even offers a few different sized lockers.

Is this for all loose articles on both these rides? How strict is this?

My son requires a device to communicate which is essentially a phone he wears round his neck. We typically tuck it into his clothing for rides. The only exception I can think is Mandrill Mayhem but the only time he’s without it is once on the ride as we leave it on the platform baggage points. The same for his ear defenders actually.

People seem to do Voltron POV films all the time which suggests cameras are allowed on in some form.

They are very strict with this. Not quite to the degree of hawkishness as FLY at Phantasialand, but Voltron is also one of the most physically aggressive, unrelenting rides I've ever experienced so I can understand the concern. I'm presuming all of the POVs out there are taken on secured GoPro chest mounts. Europa Park, and Germany in general, has a less progressive attitude to disabilities than in the UK, and I can't foresee them allowing your son to ride with that device, although I expect it would be fine on all the other coasters.

As I recall, the equivalent of RAP access is via a lift to the unload side of the platform, just past the departing side of the lockers. There's always a host available there, so my best guess would be to communicate with them. I imagine they would put your stuff in a locker and send you up to the station. But it's a specific situation, and I can't speak from experience here.

I would assume that they only allow fixed cameras, i.e GoPros. I don't think he'd be allowed to tuck the device into his clothing as it's not really "secure", and Voltron and Arthur both have an overhead lap bar which leaves riders quite "free", if you get what I mean. Voltron and Arthur don't have platform storage as the the trains move continuously through the station without stopping.

So is a phone zipped up in a pocket not allowed on either? Are the lockers very close so it's a case of only being separated from the items for a few minutes? Main issue is him not being able to communicate the need to go to the toilet or that he no longer wants to go on the ride.

Expect my wife will balk at the sight of Voltron so perhaps she can hold said items at the RAP unload point!
 
Generally I found that if a staff member notices any shape in your pockets, they ask for the items to be sent to the lockers regardless of zip or not. Then I've observed platform staff noticing phones in zipped jacket pockets and have taken them and placed them at the side, so it's up to you really whether you want to risk it or not.

The lockers are only 5 minutes at best away from boarding, and then immediately at the exit at the bottom of the off-load stairs. The only situation in which you'd be away from your phone for a pro-longed period of time is if the ride breaks down.
 
There aren't metal detectors, just a couple of ride operators looking to make sure you don't have anything with you, but they are very strict--as mentioned, for good reason: the ride is ridiculously intense and anything unsecured would be flung into the atmosphere. I had a pair of winter gloves in my jacket pockets that they noticed and stopped me for, they let me proceed once I let them know I intended to wear the gloves but in general I think they are meant to stop you if they see anything loose. You may or may not be able to get away with the phone in a zipper pocket but if at all possible I'd just try to put it in the locker.

Assuming normal operation, once you put everything in the locker it's about another 2-3 minutes until you're sitting on the ride, and once the ride ends you exit directly into the area where you can pick up your things from the other side of the locker.

Is Arthur as strict? Seems a bit OTT from what i've seen of the ride considering how typical suspended rollercoasters operate. Or is that more to do with so much of the ride operating above public areas?
 
Arthur is nowhere near as strict and perfectly fine for zipped items. You could in theory have a loose pocket item, but personally I'd rather have something zipped on me than at the bottom of the Elz or slipping out over the indoor hall.
