Yeah that's certainly a reason; When I rode Gruffalo at Chessy a few years back, the boat in front of mine was sagging in the water on one side.Usually because people tip the boat to the side and it takes on water.

I can’t imagine anyone can tip those boats! They fill with water from the fountains usually, think some don’t drain properly.

I’m amazed at how much people focus on the frogs when the rest of the park is in for need of attention! Perhaps that’s the idea.
