I really think a steam punk area, especially TWODW area would be amazing, as if done right, it could be tide in a bit with the towers, and work really well in the area

I don't think steampunk would really be accused of copycatting, as there are tones of other steam punk themes throughout Europe

I think I would make horizon some big steampunk factory, the dungeons could tie in with it, (I would probably swap the system out for an omni mover, very high cap) the cinema could be brought back (maybe with just some 3D effects) I would have it similar to muppets 3D, and gangster granny could be rethemed, although its capacity is really low (I would look if they could increase capacity)

They almost did had Port Discovery been built instead of X-Sector which was all very heavily inspired by Discovery Land though honestly other parka in Europe and around the world have done the steampunk theme in their own way so in truth I'm not bothered about copycat versions, if anything, it's curious that the UK has never has had a steampunk area in any park after all these years and would be a good change from the usual pirates, dinosaur or viking themes we get nowadays.

We did have a ride Steampunk themed didn't Black Hole have a Steampubk station

I think that somewhat depends on your definition of Steampunk.

The Blackhole overlay was probably a little too basic to consider as a real example of Steampunk. It no doubt would have had more detail added if they had pursued the Port Discovery angle, which would have made it more Steampunk-y.

But, unless I'm misremembering, in reality it didn't really include the more fantastical elements you'd expect in a Steampunk scheme.
