I assume they mean because a row then had 3 seats available, and the number of groups of 3 in the main queue are minimal, so it would often be a group of 2, and a single rider.
 
Based purely on VIBES, I'd say that if it's just one seat out of use per train the result is a slower-moving SRQ - there will usually be at least one group of 3 per train so they can go to the affected row. If on the other hand they have more than about 3 broken seats then it becomes a benefit to SRQ and stars to slow down main queue instead.
