I think construction did indeed start but it stopped and has not continued. Just because construction has begun does not mean that a project will be completed, yes it is money wasted if it never does open but if it's not financially viable to carry on building and no hope of success then there is no point.

DXB Entertainments, the operator of theme parks in Dubai, have now confirmed that Six Flags Dubai has been put on hold indefinitely as there is no longer financing available for the project.
