That don't look like a true gyroscope. It should have a 3rd axis. These are nothing new, they used to have gyroscopes rides similar to those in the video in Covent Garden back in the 80's/90's at a couple of quid a go. I knew the person that owed these. The ball type with the seat in made you dizzy, but the full body work out gym as shown below, was what I used to have a go on. Because of the gyro motion, you never got dizzy as each turn was different (note the 3 axis in the video) .

Used to have them at Lightwater Valley near the Pub in the Wood (great mix there), I *think* where the Trauma Tower ended up in later years. (Bottom of park map below)
We also used to have a trailer mounted one with a seat at the entertainments company I used to work for, became a game seeing how fast you could spin the various bits without breaking your arm.
