Realistically what can merlin do when people ignore staff, just lowering the capacity doesn't make it covid secure if those allowed in ignore staff sometimes actively so.
Outdoors if people ignore staff then it depends how badly, if a group is constantly getting to close and being a nuisence, eject them (same as queue-jumping), if its just distancing issues then regular reminders.
But for indoor spaces there should be a maximum capacity and proper batching. I've been to shopping centre and had to queue to enter some stores where there is a maximum of 10 allowed and its one-in-one-out. That should be done with all indoor theme park spaces too. With fewer people inside it is easier to keep distance.
