In the great scheme of things the RAP queue shouldn't overtly increase the overall queue times, as if these guests weren't in the RAP queue they'd be in the main queue line.
There is a small time impact from having an extra merge per disptach, but actually this might be negated on Spinball due to how it loads individual cars.
Of course, if the RAP system didn't exist the queues would be shorter, but for the worst possible reason. Without RAP a lot of the people in that queue wouldn't be able to attend the theme park at all.
Long story short, Fasttrack is an allocation, RAP is a social necessity. One is a paid system, which shortens the recipients wait time by increasing the standard wait time, the other simply changes the way certain guests queue rather than the amount of time they have to wait between rides. You therefore have to talk about them separately when considering their impact.
As Dave says, the ideal here would be proper virtual queueing for all... but that comes with a raft of other issues in a park like Alton Towers.
