If they put seat belts, what if the boat capsizes?
You unbuckle it?

Most people have problems unbuckling the Oblvion/Rita/Nemesis belts whilst in the station, let alone upside down in a rubber dingy in an emergency
and if guest are ignoring the instructions to remain seated, then what will stop guest from undoing the seat belt mid ride to change seats?
All I can see it now, Alton will introduce new leek signs saying
Danger of Death
Please remain seated at all times
Failure to comply will mean that the ride will stop and you will be ejected from the park without a refund

There is now a white led strip in the tunnel of the river rapids at Alton so it's not pitch black anymore.

Hopefully the staff will be telling people that they must remain seated at all times, and not relying just on some pre-recorded message from the speakers that most people will just tune out of and ignore. backed up with some action taken against those who ignore warnings and act in a way likely to injure themselves or others.and if guest are ignoring the instructions to remain seated,

I don't know about DMP but Alton are usually very hot and very much on the ball, if they see anyone standing up on the rapids, they play the recorded message and if that doesn't work, then they announce it verbally through the PA system. I've even seen them pull teenagers up on the rapids as they are getting off to have strong words with them.

If seat belts are so restrictive to escape, why do so many rapids rides have them?
I'd say it's a calculated risk either way.
In the case of Blige Rat Barges at Universal for example, you'd say that the extreme nature of the rapids would make it more likely for somebody to be knocked out of the boat by the ride than for a raft to capsize / burst and sink (is this possible?)
In the case of Congo River Rapids or Rumba Rapids, the attractions are so relatively tame that I'd say the capsize / sink possibility is as great as the accidentally falling in possibility.

Tower street FB are reporting that the Alton towers rapids have reopened with new labels and life buoys and lookouts

They also reported that the water guns have been removed and the waterfalls turned off.

I'm sure once the H&S have finished with there investigations, then DMP will reopen the ride subject to any recommendations from the H&S.
I presume having the extra staff manning the ride will be short lived as this is very costly. I should imaging that Alton will upgrade the CCTV and PA system.

As for Drayton Manor, they should follow what Alton Towers are doing with new life buoys and new labels. I see Splash Canyon reopened in 2018 with new safety features and a refurb in general.
As for Alton Towers, *clears throat* They better bring back the waterfalls! The one of the highlights of the ride! And if they keep lookouts on post for the rest of its life span it will become a victim of TLC...

Those handles are useless, you can only really hold one at a time, they're too far apart for anybody but spiderman to reach both, the Thorpe boats are really puzzling because they used to have the central grab rail, but they removed them.

I was thinking staffed watch out points is a stop gap till cameras. To get it running again. And a part of me wonders if it a reassurance thing for guests.

It probably serves as more as reassurance for guests rather than it being a safety thing, and it looks good just incase the media come snooping around.
Not fussed about the guns although not impressed with the waterfalls being turned off, which was always a big draw of Towers rapids.
