IIRC it is both, designed by one and built by the other but for the life of me can't remember which way around. I'd guess Zierer designed and ART built but happy to be proven wrong.

Only just properly seen this. Where you ask what was under the cover in the carpark, it looks like an electrical transformer to me. The building by the lifthill looks suspiciously like a plant / electrical room.
