you're not wrong it would be difficult to hurt yourself, but trust me it can happen I would imagine the motor would quite happily break someone's bones and continue turning, a staff member stretching after getting out of the helicopter, bang.

also I would imagine the main point is for guests, not staff (staff would probably turn it off, I was more trying to say it to say how accessible it is) if someone got on the blades there are plenty of ways they could get hurt, they could fall off, they could get hit into the helicopter body (such as the tail)

Yes but again surely the question is why would someone do this? Idiots
 
Taking this back a bit, this whole thing is ridiculous. Allow me to rattle off a few points:

  1. A fence touching safety system sound ridiculous. A system like this would cost way too much for what it’s worth, and cause the blades to stop spinning all the time.
  2. The fences are probably fine. If some code was being breached, some organisation would be snatching fines from Towers every day for it.
  3. If someone scaled a perfectly up to code and desperately jumped into Battle Galleons ride area to shove their hands in the heavy machinery, likewise for the helicopter, I think Alton Towers would have a pretty good case, all things considered.

In regards to the shark, people have jumped in to ride the shark, a good few times in the past. It has been discussed on this very site previously after it had happened.

It may not have happened recently, but it happened a few times at least in the past, there were videos showing said person riding the shark too.

I would imagine it probably isn't a fence touching system, I would expect it to be something more like a light gate,

you also have to remember we now have tic toc and people will try stupid things to get popular, there have been so many stupid times with that (didn't multiple people die from the "planking" challenge thing trying to get into dangerous spots?)
