Based purely on VIBES, I'd say that if it's just one seat out of use per train the result is a slower-moving SRQ - there will usually be at least one group of 3 per train so they can go to the affected row. If on the other hand they have more than about 3 broken seats then it becomes a benefit to SRQ and stars to slow down main queue instead.

That requires the batcher to be paying attention though.

They'd have to be sure not to allocate anybody to the broken row(s) unless / until a group of 3 came along

The only danger is that no group of 3 may be present in the queue at the time, in which case they would either have to fill the broken row up with single riders, or scour the main queue for a group of 2
