Like all international companies, each division/brand/resort etc will have its own procurement threshold in a similar way that most public sector organisations can spend what they want up to £50k, after which any purchase must go to tender. (That figure may be different now) to demonstrate value for money. Things like new signs, minor theming enhancements and paint would most probably be purchased direct from the park, however more substantial expenditure will have to be approved.
What the thresholds are is anyone’s guess, however I would assume that the hiring of three temp flats for a second year running would have had to be approved by Merlin, which is concerning that they were happy to have them in the UKs leading theme park.
