The 2nd Guest Services and Lost Person centre in Cbeebies is interesting, Lost person used to be in the windmill/clock tower but this certainly looks like the old Nina science lab. A second guest services would certainly be beneficial.
The name would suggest drinks & snack kiosk but its listed under Restaurants which none of the others are... odd decision.
Yet, as @Rob said. Just because it doesn't open right from the start doesn't mean it's not opening at all! As I said above, it will probably open later as part of the marketing for Nemesis. That would make sense. We just need to be patient and wait, though.
Just keep any Guest Services kiosk well away from any ride that has reliability issues. Back in 2002 when Air was suffering from it's all too frequent "technical anomalies" [Towers trying to sugar-coat the word "breakdown"] the queue at the Guest Services kiosk in the Valley went crazy. You could have sold Fast-track tickets for it. Needless to say it was the kiosk any Guest Services employee did not want to be assigned to for the day, or even part of a day.
