Concrete will fail, maybe not for a while but still probably fail long before the nuclear material is safe.
The sarcophagus is essentially that, Concrete quickly poured to try and prevent further radioactive releases.
The only real way to make it safe long term is to either repair the new safe containment or make a new new safe containment, where the reactor can be fully deconstructed and disposed of properly.
