Concrete will fail, maybe not for a while but still probably fail long before the nuclear material is safe.

The sarcophagus is essentially that, Concrete quickly poured to try and prevent further radioactive releases.

The only real way to make it safe long term is to either repair the new safe containment or make a new new safe containment, where the reactor can be fully deconstructed and disposed of properly.

Oh, I agree it's far from perfect. We'd have to keep building a bigger shelter every century or so and fill it with more concrete.
But right now I don't think we can trust Russia not to attack it again.

Contain it in glass.
Vitrification was all the rage back in the seventies.
Pour a very large blob of molten glass in through the hole, then another big dollop over the lot when filled.
Job done.
