I'm pretty sure Universals legal team will have cleared any legalities before signing on the dotted line.

If there are only four lands and we are getting LOTRs does this mean Paddington or whatever that small area to the left is is not classed as a full land?

For clarity, I wasn't disputing the potential presence of a Lord of the Rings area. I was disputing your assertion that theme park rights were owned by Middle Earth Enterprises which, strictly speaking, they're not.

Weellll, I think that's splitting of hairs to a certain extent. M-E E no doubt have the best claim on theme park rights, although some might want to dispute that via legal proceedings. M-E E certainly have more of a claim than the Tolkien Estate, especially as none of their proceedings against Warner Bros or M-E E have been successful, only achieving out of court settlements when their attempts to sue were denied.
 
Well we've had an animated film made and 2 live action ones in progress. We've also had Rings of a power TV series and a Gollum titled video game.

All that's left is to build a real life Middle Earth. 😍

well its understandable when its universals flag ship IP, I can bet there are going to a lot of disappointed GP when its not build in this park

But c’mon, surely you understand what a missed opportunity it would be not to finally allow the British public to experience King’s Cross station? Or a ride on a London bus? These are the sorts of things people in the South who’ve had to drive past the WB Studio Tour to get there can only dream about!

Or take an actual steam train along the route of the West Highland Harry Potter line.

I know what you mean, I have thought they could make a hogwarts express run from the station next to kings cross (kings cross dosn't go onto the line to bedford), perhaps using 3rd rail electrification to hide it being a modern train with a steam engine cover.

but there is going to be complex licencing issues due to WB studios (who may have said no) also Hogwarts express licencing is more complex, as I think there is some companies putting events on for it who will probably have a liscense.

also why build it? you would just discourage people from going to Florida, the uk is a tone of the people who go to the Florida parks, they want harry potter go to florida. or at least they would have to do a differnt location (which they have kinda ran out of locations)
