I think the London area badly needs one. I know people who really like them and I think one could be successful.
Problem is, the last waterpark experiments in London were a disaster. People have already talked about Fantaseas in this thread; there was also the Croydon Water Palace, which was Europe’s biggest indoor waterpark when it opened in 1990. It racked up huge losses and was dogged by countless health and safety problems (including a young girl breaking her back when she was tossed into the wall of the wave pool). It closed six years later.
That said, if you’re prepared to travel an hour outside London, there are plans for a fairly big waterpark in Oxfordshire:
