Fact is they are unlikely to ever approve tours of the tunnel, either end is not particularly accessible and I would assume H&S would state that guests need to be able to exit via either route in the event of an emergency and the drop end of the tunnel would be considered too extreme in that event.

Indeed. Would be fun, but unlikely to ever happen.
