He doesn't need to, with those clowns Ed and Ed in charge of the Labour Party the Tories are going to landslide the next GE.
Cameron will promise an in/out of Europe referendum for just after the election, that will be enough for most voters.

Edit:- for the avoidance of any dought, the comment before about having babies was just a touch sarcastic.
