I don't really think it's a case of people being overly thick, it's just people in general are so used to being told what to do and following these overbearing rules/instructions, that when left to their own devices they are clueless, it's why you get idiot presenters asking a women if she can twerk, when any normal sane human being would know in this day and age, at the event in question, that particular phrase should have been avoided.
I was at the natural history museum the other week and people were queuing up at the bag check following each other like sheep when there was no need, the signs clearly said "you may be asked to submit to a security check" not "you must stop at security upon entry", I walked past, bag on back, totally unchallenged.
As you say in this country we have a culture of over regulation, but half the time it doesn't even make the slightest difference, stupid people will ignore signs and try to cross things they shouldn't, others will wade into rivers to save a dog even though they can't swim themselves, and others will drive off the side of a dock because they misheard "turn left in 100 yards" for "turn left" from Suri whose been dictating their journey to them for the last three hours.
