With them being on the SW7 banner I think we can assume this could be linked in with SW7.

In a way, you could look at it as if the Ministry of Joy broke into the park overnight, making themselves known by plastering their trademark logo around the park. To give people the sign that something is coming, they are coming.

I think it's most likely, since marketing was started today, Nemesis Oblivion's logo was revealed a significant amount before opening and I don't think they would show it otherwise.
Unless it's the logo for the secret government facility/operation, I don't think it's very X-Sector-y though, but it'd be logical if it was teased more in The Sanctuary as they are obviously linked. I'd expect spoilers from The Sanctuary, they will really push The Sanctuary because of this. Even better I'm hoping for Scarefest 2013.
But it does its job, implents fear and mystery. Gives me the chills... but then again it's always cold Oop' North. I still like it though, but as Towers Street'ers, we always have to moan. Looks like I've got a new logo to add to my Alton collage then.

Just to note if Th13teen is anything to go by I wouldn't assume this is the rides Logo. Nearly all the early marketing images for that ride ended up being irrelevant.
However I personally think it looks really good and if the grin is a reference to what I suspect will become the centrepiece inversion I hope they put it to good use.
